Baltimore’s Turner Station Receives Federal Funding to Fight Flooding

By Megan Sayles | AFRO Staff Writer
msayles@afro.com

After decades of persistent flooding and property damage, Turner Station, a historic Black community in Baltimore County, has received a federal grant to the tune of $3.15 million for flood resiliency and mitigation upgrades. Congressman Kweisi Mfume (D-MD-07), alongside Baltimore County Executive Katherine Klausmeier and leaders from Turner Station Conservation Teams, announced the funding on March 12.

The money will finance the first phase of the Turner Station Flood Resilience Roadmap, which includes installation of mitigation pumps, improvements to drainage systems and the addition of new planting to better manage stormwater and reduce future flooding. Officials said the infrastructure updates aim to protect homes, businesses and streets from future flood events.

“For decades, Turner Station has faced serious flooding that impacts upon our homes, our safety and our quality of life,” said Gloria Nelson, resident and president of Turner Station Conservation Teams, an organization dedicated to reversing historic neglect in the neighborhood. “The funding represents an important first step toward lasting solutions, and we are hopeful this investment is just the beginning of continued support and funding to fully address flooding and strengthen our community.”

The federal grant money for Turner Station was obtained by Mfume during the Fiscal Year 2026 appropriations process. A native of Turner Station himself, the congressman explained that the community’s flood problems started decades ago when Hurricane Hazel wreaked havoc across Maryland. In Turner Station, floodwaters up to eight feet high filled homes and caused significant erosion.

“That flooding and that erosion brought about a process that, many years later, is still with us. Unfortunately, this month also marks two years since the collapse of the Francis Scott Key Bridge, an event that literally and figuratively shook this entire region to its core, but particularly shook Turner Station and Dundalk,” said Mfume. “It reminded us—and still does— of how interconnected communities on the shorelines are, and it also reminded us that this whole issue of erosion will continue to get worse unless we are prepared to deal with it.”

Since the loss of the Key Bridge in March 2024, flooding challenges have escalated, with increased traffic and road strain further taxing local drainage systems.

“Some of you know even your homes in this community, as a result of that collapse, have structured lines and cracks in the foundation. We’ve all seen the increase in traffic and big trucks that cannot go through the tunnel. It’s been a real impact,” Mfume continued. “Communities along the water—Turner Station notwithstanding— are still recovering from many of those disruptions. That’s why this investment today is so important.”

Mfume emphasized that this grant is a first step in ameliorating Turner Station’s flooding challenges. He doubled down on his commitment to seeking more funding for future projects in the community.

Lifelong Turner Station resident Olivia Lomax characterized the investment as a “long time coming” and the culmination of keeping hope alive. She emphasized that increasing flood resiliency in the community will have ripple effects—from eliminating mold in homes to saving households money on repairs.

“These are things that this flooding has done to corrupt our community,” said Lomax. “I have my great grandbaby and my granddaughter here. I’m not doing this for myself, I’m doing it for the future.”

Prince George’s County, Maryland Advances Environmental Justice Through Urban Tree Planting Program, Installing More Than 2,000 Additional Native Trees

By Prince George’s County Department of the Environment | The Washington Informer

Prince George’s County is planting an additional 2,147 native trees and more than 3,000 native perennials, shrubs, and smaller trees through the end of May as part of its Urban Tree Planting Program, a major investment in environmental justice, climate resilience, and community beautification.

Plantings are underway within public rights-of-way and community spaces in the City of District Heights, the Town of Capitol Heights, the Town of Bladensburg, and additional homeowners’ association and church properties that will be announced in the coming weeks. Trees have been delivered, ground preparation is in progress, and understory plantings will follow installation, weather permitting.

The initiative is supported by the Chesapeake Bay Trust Urban Tree Grant Program, a state-funded grant administered through the Chesapeake Bay Trust and Maryland Department of Natural Resources along with matching funds included in the Department of the Environment’s budget appropriation.

“This investment reflects our commitment to environmental justice and climate resilience,” said County Executive Aisha Braveboy. “For decades, some of our communities have experienced the impacts of historic inequities — including lower tree canopy coverage, higher heat exposure, and greater flood risk. Planting more than 2,100 street-sized native trees is about restoring balance, improving public health, and ensuring every neighborhood benefits from a greener future.”

The Prince George’s County Urban Tree Planting Program supports Maryland’s Tree Solutions Now Act of 2021, which calls for the planting of five million native trees statewide by 2031 as part of Maryland’s broader strategy to address the ongoing impacts of climate change. In Prince George’s County, planting locations are determined using the Chesapeake Bay Trust’s equity-based mapping requirements, alignment with MDEnviroScreen data, and the Department of the Environment’s Tree Equity Mapping Tool. These tools help identify communities with low existing tree canopy, high concentrations of impervious surfaces, and increased vulnerability to urban heat island impacts and stormwater runoff.

“This program is a powerful example of climate action in practice,” said Dr. Sam Moki, Director of the Department of the Environment. “By prioritizing historically underserved communities, we are addressing long-standing inequities while building long-term resilience. Trees function as natural infrastructure — reducing heat, absorbing stormwater, improving air quality, and strengthening neighborhood well-being.”

In addition to expanding canopy coverage, the inclusion of more than 3,000 native understory plantings will enhance biodiversity, support soil health, and improve the long-term sustainability of these sites. County staff and project consultants are documenting the installation process, including before-and-after photography, and will coordinate with participating municipalities and community leaders to highlight local perspectives as plantings are completed.

The Prince George’s County Urban Tree Planting Program as supported by DoE, reflects our County’s continued commitment to advancing environmental equity, strengthening climate resilience, and investing in healthier, more vibrant communities.

A Clinical Perspective on Common Health Conditions Affecting Black Women

Black Women’s Health Disparities Highlight Gaps in Research and Care

By Dr. Ayanna Quamina | Minnesota Spokesman Recorder

Black women’s health disparities remain a critical issue as limited research funding continues to impact care, treatment and understanding of common conditions affecting Black women.

Women’s health research has historically been underfunded, and the numbers tell a sobering story. In 2023, the National Institutes of Health (NIH) invested less than 8% of its total grant funding in women’s health, about $3.4 billion out of a $43.7 billion budget. While that may sound substantial, it represents only a small share of the resources devoted to understanding half the population. Research specifically focused on Black women’s health is even more limited.

Estimates suggest that only about 2% of U.S. health research is dedicated to studying the health needs of Black women. Organizations such as the Black Women’s Health Imperative are working to change that. With support from a $1.2 million grant from the W.K. Kellogg Foundation, the organization has launched initiatives to address these disparities, including the largest menopause and perimenopause survey ever conducted specifically for Black women.

Still, the overall level of research focused on Black women’s health remains deeply inadequate. This means there is limited information about how conditions uniquely affect Black women, how symptoms present differently in our bodies, and what treatments may be most supportive for our population.

As the only Black naturopathic doctor actively practicing in the state of Minnesota, I am particularly aware of these gaps, I see them reflected in my patients’ experiences every day.

Learning how your body works is one of the most powerful first steps toward protecting your health. Because large institutions have yet to fully prioritize research in this area, I’m sharing insight from the clinical side. Below are three of the most common conditions I see among my Black women patients, along with a brief look at both conventional and naturopathic approaches.

Fibroids

What it is:

Also known as leiomyomas, fibroids are common benign growths made of uterine muscle and connective tissue. They affect many women during their reproductive years, but occur significantly more often in Black women.

Although fibroids are noncancerous, they can cause problems depending on their size, number, and location. Some women live their entire lives without realizing they have fibroids, while others experience severe symptoms. These may include:

  • Heavy or prolonged menstrual bleeding
  • Bleeding between cycles
  • Severe menstrual cramping
  • Pain during sexual intercourse
  • Constipation
  • Frequent urination or difficulty emptying the bladder
  • Abdominal fullness or distention (many women say they look several months pregnant)

Conventional approach:

Depending on severity, conventional medicine offers several treatment options, including:

  • Hormonal medications such as leuprolide to suppress estrogen
  • Surgical removal of fibroids (myomectomy)
  • Procedures such as uterine artery embolization or MRI-guided therapies

Dr. Q’s approach:

In naturopathic medicine, the focus is on addressing underlying causes. In my clinical experience, fibroids often correlate with chronic stress and hormone imbalance.

One of my preferred diagnostic tools is a salivary cortisol and hormone panel, which helps us understand how a patient’s stress hormones and reproductive hormones interact. From there, we create a personalized protocol that may include:

  • Stress management strategies
  • Nutrition and eating habit adjustments
  • Sleep optimization
  • Targeted supplementation, such as phytoestrogens or adrenal adaptogens

While naturopathic medicine does not surgically remove fibroids, I have seen cases where fibroids shrank significantly, sometimes to the point that they were no longer visible on imaging.

Perimenopause and Menopause

What it is:

Globally, an estimated 1.2 billion women are currently transitioning through menopause, the largest number in human history. In recent years, perimenopause and menopause have received increased attention as more women share their personal and clinical experiences.

Perimenopause and menopause are not diseases or signs that the body is failing. They are natural biological transitions as the body moves from one hormonal phase of life to another. However, because estrogen is one of the body’s most biologically active hormones, the transition can feel overwhelming for many women.

Common symptoms include:

  • Hot flashes
  • Mood changes
  • Sleep disruption
  • Brain fog
  • Irregular menstrual cycles

Fortunately, once hormones stabilize, many of these symptoms improve.

Conventional approach:

Conventional medicine uses several tools to manage symptoms. Hormone replacement therapy (HRT), once widely feared, is now being used more thoughtfully with improved safety protocols. Some physicians also prescribe antidepressants to help manage mood-related symptoms.

Dr. Q’s approach:

My approach to menopause is highly individualized. Some patients use HRT in collaboration with their medical providers. Others prefer botanical options such as black cohosh, chaste tree berry, or passionflower to help support symptom management.

Equally important are lifestyle foundations, particularly stress management and healthy sleep patterns during this transition.

PCOS (Polycystic Ovarian Syndrome)

What it is:

Polycystic ovarian syndrome, or PCOS, is a complex hormonal condition that affects an estimated 10% to 23% of women worldwide. It is not defined by a single symptom but by a cluster of related issues that may include:

  • Irregular menstrual cycles
  • Ovarian cysts
  • Acne
  • Excess facial hair
  • Fertility challenges

Many women with PCOS also experience complications such as insulin resistance, weight gain, hypertension, and elevated cholesterol.

Conventional approach:

Conventional treatment often focuses on managing symptoms and may include:

  • Birth control pills to regulate menstrual cycles
  • Medications to improve insulin sensitivity
  • Surgery if ovarian cysts cause complications

Dr. Q’s approach:

Although the precise cause of PCOS is still being studied, research shows that insulin regulation, hormonal imbalance, and stress all play important roles. My approach focuses on restoring balance in these areas. This may include:

  • Stabilizing eating habits to support blood sugar balance
  • Supporting insulin regulation with nutrients such as inositol
  • Using phytoestrogenic botanicals to help modulate hormone activity

While the research world continues to catch up, one thing remains clear: knowledge is power. Understanding how your body functions, how it responds to stress, and how it signals imbalance can transform the way you approach your health.

Until research truly reflects the needs of all women, sharing knowledge within our communities and clinics will remain one of our most powerful tools.

Health Experts: Protect Yourself but No Need to Worry Yet About “Virus Without Vaccine” Spreading in California

By Bo Tefu, California Black Media | L.A. Focus

Health officials say a respiratory virus spreading in parts of the United States is not new, and most people should not panic, even as cases increase in California and other states.

Human metapneumovirus, known as HMPV, is circulating this season with rising cases reported in California and New Jersey. The virus has no vaccine and no specific antiviral treatment, but experts say most infections are mild and resolve on their own.

Data from the U.S. Centers for Disease Control and Prevention shows HMPV has been increasing since November 2025. The virus accounted for more than 5% of positive respiratory virus tests during the week of Feb. 14 through Feb. 21, according to the agency’s respiratory surveillance dashboard.

The uptick is part of a broader seasonal pattern of respiratory illnesses, including Respiratory Syncytial Virus, COVID-19, and seasonal flu.

Wastewater monitoring data also shows elevated levels of the virus in Northern California, including in Sacramento, San Francisco, Davis, and Vallejo.

“HMPV causes symptoms very similar to RSV,” said Dean Blumberg, chief of pediatric infectious diseases at UC Davis Health. “This includes upper respiratory symptoms that sometimes progress to pneumonia or bronchiolitis and wheezing.”

HMPV was first identified in 2001 and belongs to the same viral family as RSV. The virus spreads through respiratory droplets from coughing or sneezing, close personal contact, and touching contaminated surfaces before touching the mouth, nose, or eyes.

Common symptoms include cough, fever, nasal congestion, and sore throat. Most cases last four to five days, though some patients can develop bronchitis or pneumonia.

Young children, older adults, and people with weakened immune systems face the highest risk of serious illness.

Health experts say prevention measures are similar to those used for other respiratory viruses. People should wash their hands frequently, cover coughs and sneezes, and stay home when sick to limit the spread.

After Deep Federal Cuts, California Lawmakers Push for Full Restoration of Medi-Cal Benefits

By Bo Tofu, California Black Media | L.A. Focus

California’s public health programs could lose billions of dollars due to recent federal budget cuts, state health officials told lawmakers during a joint committee hearing on March 10.

The hearing, held at the State Capitol, focused on the impacts of reductions to programs such as Medi-Cal, the Affordable Care Act, and Covered California. Officials said regulatory changes and funding rollbacks could reduce the quality and availability of health coverage for many Californians.

“The rollback of federal policies risks reversing hard-won progress,” said Assemblymember Mia Bonta (D-Oakland).

“For many Californians, accessibility and affordability were already in question,” Bonta continued. “More than half of Californians are worried about out-of-pocket expenses, long-term care and monthly premiums, concerns that now surpass anxiety about housing, groceries, transportation and utilities.”

Assemblymember Cecilia Aguiar-Curry (D-Winters) expressed frustration over the potential impact on vulnerable populations.

“When I see some of the people who come into our offices, our elderly, our disabled, primary care doctors, we’re all very, very concerned,” she said. “This is not affordable. It’s not taking care of our most vulnerable. I’m just very frustrated.”

Dawn Joyce presented research showing that Medi-Cal alone faces $30 billion in annual cuts. California’s Health and Human Services Agency estimate that federal reductions could result in 2 million residents losing Medi-Cal coverage, costing the state between $2.3 billion and $5.1 billion each year. In fiscal year 2024-25, the federal government paid for 62% of Medi-Cal’s budget, with 22% from the California general fund and 16% from other state and local sources.

“There’s just a broader effort currently to dismantle, remove federal funding that we’ve relied on, and it will lead to vast coverage losses,” Joyce testified.

Sen. Lola Smallwood-Cuevas (D-Los Angeles) also highlighted the human impact of the cuts on social media, writing on Facebook: “Most Medi-Cal recipients already work. More than 1 million Black Californians rely on Medi-Cal and could lose coverage under these harmful federal cuts. Working families should not pay the price when too many communities have already suffered lost lives, lost health, and years of disinvestment.”
